Among the other steps taken by the SEC (for the first time) include posting of one block level officer (BLO) to cover 1500 voters (earlier 1 BLO used to cover 3000 voters). The SEC has also established centralised server (to store the enormous data), and has also opted for cloud computing, which could be used in case of any technical emergency.

The state election commission also informed that voters, who are still not registered with the commission, would be able to register themselves online with the official website of the state election commission from July 1 to July 13, and after verification by the SDM, the name would be eventually enrolled in the voters’ list.
“Apart from this, there would be no change/modification/alteration of boundary of a panchayat or any urban local body,” the SEC said, and added that even creation of new panchayat or urban local body has also been clearly disallowed. Elaborating further, Agarwal said that from now onwards till the completion of the election process, all transfers of district magistrates, sub-divisional magistrates and booth level officers have been effectively frozen. Elections would be held for 59,164 Gram Pradhan posts, 74,3297 gram panchayat member posts, 78,075 members of kshetra panchayats posts and 3,134 zila panchayat member posts. In other words, political parties would not be able to field their candidates in this election which is being termed as the semi-final of the 2017 assembly elections by the political pundits. However, the notification for the polls, which is scheduled to be held later this year, will be announced later. The first phase of polling will be held on April 15 from 7 am to 6 pm. The last date for withdrawal of nominations is April 7 and the election symbol will be allotted after 3 pm on the same day. Polling for the fourth and final phase will be held on April 29 in Bulandshahr, Hapur, Sambhal, Shahjahanpur, Aligarh, Mathura, Farrukhabad, Banda, Kaushambi, Sitapur, Ambedkaranagar, Bahraich, Basti, Kushinagar, Ghazipur, Sonbhadra and Mau districts.įiling of nominations for the first phase of polling will take place from 8 am to 5 pm on April 3 and 4, while the scrutiny of the nomination papers will be done on April 5 and 6.
In the third phase of polling on April 26, votes will be cast in Shamli, Meerut, Moradabad, Pilibhit, Kasganj, Firozabad, Auraiya, Kanpur Dehat, Jalaun, Hamirpur, Fatehpur, Unnao, Amethi, Barabanki, Balrampur, Siddharthnagar, Deoria, Chandauli, Mirzapur and Ballia districts. In the second phase on April 19, polling will be held in Muzaffarnagar, Baghpat, Gautam Buddh Nagar, Bijnor, Amroha, Badaun, Etah, Mainpuri, Kannauj, Etawah, Lalitpur, Chitrakoot, Pratapgarh, Lucknow, Lakhimpur Kheri, Sultanpur, Gonda, Maharajganj, Varanasi and Azamgarh districts.
According to the commission, in the first phase on April 15, voting will be held in Saharanpur, Ghaziabad, Rampur, Bareilly, Hathras, Agra, Kanpur Nagar, Jhansi, Mahoba, Prayagraj, Rae Bareli, Hardoi, Ayodhya, Shravasti, Santkabirnagar, Gorakhpur, Jaunpur and Bhadohi districts.
